The report came from Honorable Deogracias V. Savellano, Representative, 1st District of the Province of Ilocos Sur.

In his text message to Director Carlos A. Tayag of MGB Region I, the Honorable Congressman claimed dump trucks loaded with river aggregates sourced from the Cabugao River in Sitio Rebba, Brgy. Cacadiran, Cabugao, Ilocos Sur had caused damages to the baranagy road. It being used as an access road.

On 15 September 2016 personnel from MGB Region I were dispatched to conduct an investigation.

No sand and gravel quarrying was noted at the time of inspection.

However, during the interview the Barangay Captain of Brgy. Cacadiran confirmed that boulders were previously extracted from the Cabugao River. It strated sometime in April 2016 and stopped two (2) months ago.

According to the Brgy. Captain the boulders were used in the construction of a FISHPORT, a project of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture, Region I located in Brgy. Salomague, same municipality.

The President of the Association of Barangay Captains, Hon. Thaddeus Soller claimed the municipal government is aware of such undertaking.

It was learned from the ABC President the boulders were sourced from the dredging activity done by Chivalyn Construction, a local construction company whose services were engaged by Brgy. Cacadiran with assistance from the municipal government.

Personnel from the Environment and Natural Resources Management Office – Ilocos Sur informed the investigating team that a Special Permit was issued covering the said activity by the provincial government.

Portions of the barangay road in Sitio Rebba were noted to have been damaged because of the hauling of the boulders.#daisydenrplanningoffice
