MGB 1 conducts MRFC Summit 2022

CALASIAO, Pangasinan – The Mines and Geosciences Bureau (MGB) Region 1 conducted the Regional Mining Rehabilitation Fund Committee Summit last August 10-11, 2022 at the Monarch Hotel, Calasiao, Pangasinan to discuss issues and concerns and updates on the Mine Rehabilitation Fund Committee in the Ilocos Region.

During the activity, a good amount of information was shared as we opened the Mine Rehabilitation Fund Committee Summit CY 2022. In his welcome message, MGB 1 Regional Director Socrates Gaerlan reminded that everyone must aim for sustainable and responsible development of the country’s mineral resources and the protection of the people’s means of life and progress. Thereafter, ARD Felix Taguba gave an inspirational message on behalf of Regional Executive Director Atty. Crizaldy Barcelo. Continued by an empowering message from EMB Regional Director RD Ma. Dorica Naz-Hipe. It was followed by the introduction of the keynote speaker by Mr. Mendoza from the office of the governor. Pangasinan Governor Ramon V. Guico, III emphasized that responsible mining must be compliant to the work programs and environmentally conscious.

The lecture proper started with the presentation entitled MFRC Highlights and Policy Updates which was presented by the Chief of the Mines Safety, Environment and Social Development Division, Engr. John Ymson. The delegates were then enthralled by the discussion on Enhancing Biodieversity Conservation and Protection in Mining Operation by Development Management Officer I Ms. Shiela Mae Capoquian. Several keypoints were pointed out in integrating biodiversity. Updates on Existing Mining Laws and Policies centered on memorandum circular 2019-001, which pertains to the issuance of dispatch receipt was presented by the chief of the monitoring & technical Services Section Engr. Nandry Clae Lagman. While the status on the compliances of the Extractive Industry was discussed by Engr. Erwin Dave Nobleza. He gave emphasis to the terms and conditions of the Environmental Compliance Certificate. He likewise discussed the Philippine EIS Monitoring System. “MINING SHALL BE PRO-PEOPLE AND PRO-ENVIRONMENT IN SUSTAINING WEALTH CREATION AND IMPROVED QUALITY OF LIFE” The final presentation was then presented by the ENRO of the Province of La Union, Ms. Annalyn Rosario-Valdez where she discussed the Creation and Operationalization of MRFC and MMT PLGU-La Union. One of the main topics discussed was the issuance of permits for ISAG/ CSAG and EO 28 series of 2020, the La Union Anti-illegal Quarrying Task Force (LUAQTF). 

Moreover, the participants were very active in raising their queries, concerns, and clarifications. During the second day, the summit continued with the ecture regarding SHES best practices of Northern Cement Corporation was discussed by CSR Manager Mr. Lari Angelo E. Dalit from the SDMP/Environmental Pollution Compliance. Thereafter, Regional ENGP Coordinator Ms. Marietta M. Javierto highlighted the importance and benefits of Establishing Bamboo plantations in Mining Areas.She also informed the updates on the latest bamboo plantation in the province of Pangasinan. In addition, OIC Mine Environmental Management Section Ms. Ma. Rosario Florence C. Bello highlighted the NGP Updates on Bamboo Plantation wherein it focuses on the different accomplishments of the planted bamboo within the region of Ilocos. MGB R1 highlighted the Common Infractions in Environmental Compliances encountered during quarterly MMT Monitoring and Annual TSHES Monitoring. This was followed by the presentation of Engr. Ian Melgar G. Daquipil which emphasizes on the importance of the Revised CMR/CMVR 2022. The last presenter was presented by Ms. Dame Roayanne L. Denim, Technical Business Development Engineer about Maccaferi Solutions.

After all the paper presentations, an open forum was allotted to give time for the participants to raise their queries, questions, and concerns. The summit was concluded through a closing remarks by PENRO Rosemarie Jornacion of PENRO Ilocos Sur.
